Property is sorta like possession only possession is only 9/10ths of the law.... property is more like 6/10ths of the law due to banks having mortgage choke holds and property tax provisional proprietary postulates attached.
this sort of publishing is not really what i consider proactive though...
Anything that gets energies and efforts directed towards understanding what the real challenge of appropriate management and prioritization of public resources are can be considered proactive in my opinion.
I think we are agreed that neither my original post nor your first comment is itself proactive. I hope we also agree that many, nay, most good things in life are not proactive. And it isn't really necessary to point out every such instance. Doing so is not only 'not proactive' it's actually a bit of a downer.
